I don't know what other packages use it, but it does locale conversion
for xterm. This works flawlessly (as far as I can tell) for UTF-8
locales. I get proper character display for all the locales I tried
(like ja_JP.UTF-8) in UTF-8. Working on this ticket
(http://wiki.linuxfromscratch.org/blfs/ticket/1827) didn't work when
xterm wasn't using luit.
