OpenSSL -mcpu flag

This message is new as of gcc-3.4. -mtune doesn't work on anything older. Many 
people still have gcc-3.3, 3.0, even 2.95.3. -mcpu is the more portable 
option. Its upto the openssl people to fix this, they will eventually. For 
now there's no harm done by the ugly warning message. If you are tired of 
seeing these warnings you can edit `gcc --print-file specs` and remove the 
lines under "*cc1_cpu:"
