Did you have some problems building the package?

I have pango-1.6.0 installed and as best as I can tell VTE-0.11.11
built just fine. However, I'm only going on the logfiles.

Here's output from my VTE-0.11.11 configure.log:

checking for xft >= 2.0 glib-2.0 gobject-2.0 gtk+-2.0 >= 2.2 fontconfig
pangoxft >= 1.1.0 pangox... yes
checking VTE_CFLAGS... -I/usr/include/glib-2.0 -I/usr/lib/glib-2.0/include
-I/usr/include/gtk-2.0 -I/usr/lib/gtk-2.0/include -I/usr/X11R6/include
-I/usr/include/atk-1.0 -I/usr/include/pango-1.0 -I/usr/include/freetype2
checking VTE_LIBS... -Wl,--export-dynamic -L/usr/X11R6/lib -lXft -lfreetype

-lfontconfig -lpangoxft-1.0 -lpangox-1.0 -lpango-1.0 -lgobject-2.0 -lgmodule-2.0 -ldl -lglib-2.0

Here's output from ldd on libvte:
