larry at bunky:~$ xmlcatalog /etc/xml/docbook"-//OASIS//DTD DocBook XML V4.1.2//EN"

This above supports your request. Below is "the test" in interactive mode.

larry at bunky:~$ xmlcatalog --shell /etc/xml/catalog
> public "-//OASIS//DTD DocBook XML V4.1.2//EN"
> public "-//OASIS//DTD DocBook XML V4.2//EN" 


xmlcatalog /etc/xml/catalog "-//OASIS//DTD DocBook XML V4.1.2//EN"

should interpret to:

xmlcatalog /etc/xml/docbook "-//OASIS//DTD DocBook XML V4.1.2//EN" 

because of the delegatePublic entry.

This would be a good time for you to have a typo, but if you don't I'll
keep looking.
