 Technically speaking, you are right. But then we have cases like this,
 that if you strictly follow the instructions you will get a useless
 browser in UTF-8 locales. If in doubt, make the test and try to load
 www.in.gr (a popular local news site) in text mode.

 Loading links with X driver or in the framebuffer device you will get the
 expected result. Even in framebuffer though in UTF-8, you can't use any
 web form.

 So we have this big caution note that talks about these problems and
 somewhat our instructions has to follow/obey the spirit of this note. So
 thinking more about that, either we follow the previous way (which I
 disagree) or we can move the X window system from optional to recommended
 plus also a note about enabling the framebuffer in the kernel.
