I needed to to do

      chmod a+x /etc/profile.d/*.sh

before the bash startup scripts worked. I think a note to this effect should be
added to the documentation at
http://lfs.securewebservices.co.uk/blfs/view/stable/postlfs/profile.html

Note /etc/profile says

for script in /etc/profile.d/*.sh ; do
        if [ -x $script ] ; then                 << !!!
                . $script
        fi
done
