The DTD v3.1 states:

<!ELEMENT configure      ((param | prefix)*)>
<!ATTLIST configure
          base           CDATA #IMPLIED
          command        CDATA #IMPLIED>

>From what I have been told, an asterisk denotes one or many.  I would think that
two prefix's would mess things up a bit.
