"The actual name is put into a name  element because we might want to 
add a version in a future version."

This is first-person worded, not a good choice for a reference manual 
:-) Also, the syntax already supports a {version} child element. This 
whole sentence can be removed, since the previous one describes the 
usage of the {name} element. It would make sense to add:

"The version element can be used to specify the allowable version(s) of 
the required package."
