<link type="soft|hard">

   <option />
</link>

or if you specify soft/hard as an <option>

<link>
   <base />
   <target />
   <name />
   <option />
</link>

If you read the man page, soft or hard is called an 'option'. I know
that someone made a distinction between 'options' that the perser would
handle and 'paramaters' that the called program would handle, but I
don't see a point. The parser should be able to take out the options
that it knows and pass on the rest verbatim.
