bin86 failure

I am not sure what book you are following, but when you compile bin86 and
you should be issuing.

$ make INSTALL_OPTS="-m 755" PREFIX=/usr

I had this same problem when I moved to fileutils-4.1 initially...its a
problem that fileutils has, but its not crippling...just a minor bug that
has so far only effected this very package you stumbled with.
