it comes from docbook.cat - there's a mistake somewhere in the file

when you uncommented the DTDDECL line does it look like this now:

-- DTDDECL "-//OASIS//DTD DocBook V3.1//EN" "docbook.dcl" --

the line has to start with two dashes and end with two dashes
