ok let's start with you running the following command:
	echo $SGML_CATALOG_FILES

You will get something like this:
gerard:~$ echo $SGML_CATALOG_FILES
/usr/share/docbook-dtd/docbook.cat:/usr/share/dsssl/catalog:/usr/share/jade-dsssl/catalog

Whatever your output is, do those files exist? In my case I would look to see 
if docbook-dtd/docbook.at, dsssl/catalog and jade-dsssl/catalog exist
